The establishment of the Developmental Legal Aid Desks was the brainchild of the present Chairman.

The success of the LAC as a legal service provider is the Annual State grant that is given to the LAC via the Ministry of Justice I the Annual budget of the Ministry and duly approved by Parliament.

  1. The Annual Grant by the state for the year 2010 was augmented by the UNDP and the NRC

  2. The UNDP-EA2JP and NRC contributions to the LAC are set out in Part – II Finance report.

More or less all programs except in the North were funded by the UNDP – EA2JP project under the Ministry of National Languages and Social integration. The programmes in the North were co-funded by both the UNDP – EA2JP and NRC.

Additionally the UNDP – EA2JP project also assisted with core-funding 11 centers of the Legal Aid foundation of the Bar Association of Sri Lanka which were absorbed by the LAC in the year 2010.

The Legal empowerment volunteers project (LEV) commenced in October 2008 and to be concluded In January 2011. The LEV programme is funded by the United Nations Volunteers (UNV).

The NRC core-funds five (5) centers in the North as well as funds the awareness programmes undertaken by these centers in the North

Legal assistance to the vulnerable groups of a country constitutes an important segment of the administration of justice. Legal Aid Commission of Sri Lanka (LAC) is the foremost amongst the various other institutions and organizations that cater to this important requirement, mainly due to its sustainability and stability.

During the past years it has grown from having only 11 Centers island-wide to 77 Centers as at present. The Legal Aid Commission (LAC) of Sri Lanka established in the year 1978 by Law No 27 of 1978 completes 38 years this year 2016. The Commission has at all times strived to make Equal Access to Justice for All in Sri Lanka a reality.
